At the program’s peak, 118 Confucius Institutes operated on American campuses, serving as propaganda outlets that restricted discussion of Tibet, Tiananmen Square, Taiwan, and Xinjiang while promoting Beijing’s narrative to unsuspecting students.

These institutes weren’t merely cultural exchanges but strategic weapons in China’s United Front influence operations. Funded by Hanban under China’s Ministry of Education, they embedded Chinese teachers, textbooks, and ideology directly into American institutions. While most Confucius Institutes have officially closed under congressional pressure, many universities simply rebranded their Chinese partnerships, maintaining the same dangerous relationships under different names while continuing to receive federal funding.

Targeting America’s Youngest Citizens

The CCP’s most insidious strategy targets elementary school children through education technology platforms and K-12 partnerships. Chinese company TAL Education Group acquired Epic! Creations, a digital library platform used in 94% of American elementary schools. Under China’s 2017 National Intelligence Law, TAL must provide student data to the Chinese government upon request, giving communist authorities unprecedented access to American children’s personal information and learning habits.

Senators Jon Husted, Bill Cassidy, Susan Collins, and Lisa Murkowski demanded a CFIUS national security review of this acquisition in December 2025, warning that the CCP now controls editorial content reaching millions of American students. This represents a direct threat to educational sovereignty, allowing adversarial foreign powers to shape what our children read and learn while harvesting sensitive data for intelligence purposes.

Patriots Fight Back Against Communist Infiltration

Conservative leaders are finally taking decisive action to protect American education from foreign manipulation. Florida Governor Ron DeSantis suspended four schools owned by Spring Education Group from the state’s scholarship program after discovering ties to CCP-linked operator Primavera. DeSantis declared his refusal to allow communist ideology or CCP-connected entities to receive Florida taxpayer dollars, setting a powerful precedent for other states.

The House passed H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act, on May 7, 2025, targeting institutions maintaining relationships with Chinese propaganda operations. Additionally, Representative Dave Joyce championed legislation prohibiting K-12 public schools from accepting funds or contracts from the Chinese government. These measures represent crucial steps toward reclaiming American educational independence from hostile foreign influence.
